Paint a paper plate with blue paint, let it dry.
Cut out a cloud.
Thread one bead on elastic string and tie around it.
Thread more beads on the string to make it as long as you want it. Make more beaded strings.
Make as many holes in the bottom of the cloud as you have strings. Thread two strings into the holes of the cloud. Turn the cloud around and tie the two ends together on the back side. Repeat with the other strings.
Attach a thread to hang it up and paint a cute face on the cloud.
